BB&E was recently awarded a contract to provide professional support services to the Naval Facilities Command Mid-Atlantic (NAVFAC MIDLANT) at various locations within the NAVFAC MIDLANT Area of Responsibility (AOR). The contract award was issued under GSA’s One Acquisition Solution for Integrated Services (OASIS) Small Business Indefinite-Delivery Indefinite Quantity (IDIQ) Contract. BB&E will provide NAVFAC with access to a variety of facilities engineering support technical disciplines including fire protection engineers, structural engineers, electrical engineers, civil engineers, architects, mechanical engineers, geotechnical engineers, cost engineers, interior designers, landscape architects, construction managers, and construction/electrical engineering technicians. Services will be performed primarily in Norfolk, VA, with some positions also located in Chicago, IL; Newport, IN; Philadelphia, PA; and United States Marine Corps (USMC) locations in North Carolina.

BB&E has been awarded a Task Order under the General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Contract to provide support to Air Force Civil Engineer Center (AFCEC) Environmental Compliance Enforcement, Inspections, Ranges, Training, Water, and NEPA Programs. BB&E will deliver technical capabilities and experienced personnel to assist in collecting, compiling, analyzing, and reporting environmental data on several areas benefiting the Air Force, including environmental compliance, conservation, pollution prevention, and restoration support activities. BB&E will also provide technical expertise in the area of environmental training, assisting the government with the design and creation of training manuals, online learning modules, and course materials.

BB&E was recently awarded a task order to provide on-site engineering and technical assistance support for the 20th Civil Engineering Squadron (20 CES) at Shaw AFB, South Carolina, with reach-back to home office architectural and engineering expertise to provide a full range of advisory and assistance services. The 20 CES is responsible for the planning, programming, engineering design, construction, maintenance, and repair of all facilities and infrastructure at Shaw AFB, SC, and it is essential that new and ongoing mission responsibilities are in compliance with Air Force requirements. BB&E will provide a full range of services in support of new and existing mission requirements.

BB&E’s wide ranging experience with Per- and polyfluoroalkyl substances (PFAS) [also known as perfluorinated compounds (PFCs)] enables us to assist our industrial and federal clients through the complex regulatory and technical environment surrounding these ubiquitous and persistent compounds. From completion of Preliminary Assessments (PAs), Site Investigations (SIs), and development of remedial response strategies, BB&E has the requisite experience to effectively manage PFAS releases to the environment. What Does the Presence of Perfluorinated Compounds in the Environment Mean for Michigan’s Regulated Community?
BB&E’s James Colmer, Vice President of Operations, recently co-authored an article in the Michigan Manufacturing Magazine (MiMfg Magazine Online) titled: “What Does the Presence of Perfluorinated Compounds in the Environment Mean for Michigan’s Regulated Community?” The article discusses the emergence of PFAS as pollutants of concern and what industry can do to minimize these potential impacts. BB&E was recently awarded the task order to provide comprehensive Advisory and Assistance Services support for the Building Repair Project Management Office (PMO) that was established to spearhead the repair of the Headquarters of the Pacific Air Force. We provide comprehensive support for planning and programming project phases as well as the execution of design, construction, communication, furniture and unit move contracts for the HQ PACAF Building. The HQ PACAF Building is an approximately 555,000 square-foot, 3-story reinforced concrete structure comprised of 14-wings. The repair of the HQ PACAF Building is a $123M multi-phase project that seeks to correct life safety and ADA code violations and deficiencies, abate hazardous material (HAZMAT), improve energy efficiency, modernize deteriorating mechanical, electrical, plumbing and communications infrastructure, as well as, provide open reconfigurable floor plans to meet evolving mission requirements of PACAF and numerous tenant units, within this registered National Historic Landmark.

BB&E obtained a No Further Action (NFA) determination from the Michigan Department of Environmental Quality (MDEQ) for a hexavalent chrome (CrVI) cleanup project of an active industrial site in western Michigan. In accordance with the Judicial Consent Decree (JCD) regarding the performance of response activities at the facility, BB&E prepared a Remedial Design and implemented the Remedial Action for this former chrome plating facility. A Response Activity Plan (RAP) for Source Area Remedial Design was prepared and implemented to treat sources of soil and groundwater CrVI contamination at and emanating from the facility. Calcium polysulfide (CPS) treatment chemistry was utilized as an in-situ reducing agent to convert CrVI to CrIII. Remedial response activities included a data gap investigation, bench scale testing, remedial design, full-scale in-situ injections of CPS treatment chemistry, and site performance monitoring, evaluation, and reporting. BB&E prepared the No Further Action (NFA) documentation including the financial assurance mechanism (FAM) to effectively discontinue active site remediation and enable commencement with long-term site groundwater monitoring per the NFA documentation and JCD requirements.

William (Bill) Rutter, an Architectural Historian with BB&E, recently completed a National Register of Historic Places nomination for the Escanaba Downtown Historic District. The Escanaba Central Historic District encompasses approximately 20 linear blocks within the city, and is composed of a range of structures that includes commercial blocks, school buildings, churches, industrial buildings, hotels, state and local government offices, and movie theaters. Bill presented the findings at the Escanaba City Hall in early August during a city-wide public information meeting. The nomination has been sent to the State Register Review Board for approval.
