ANG Remedial Process Optimization Support

BB&E was retained by the ANG to provide Remedial Process Optimization (RPO) and CERCLA 5-Year Review services per Air Force and U.S.EPA requirements including evaluation of site remedial and closure strategies, emerging contaminant impacts, areas for improvement to meet remedial objectives, adequacy of conceptual site models (CSMs), and adequacy of remedy protectiveness. BB&E provided evaluation and assessment at over 35 ANG installations and 90 remediation sites nationwide (including two NPL sites) and provided recommendations which lead to the improvement of system performance and expedited cleanup times, and allowed the ANG to proceed toward more efficient site closure. As part of the RPO process, BB&E evaluated CSMs for adequacy of delineation for all media types including soil, groundwater, surface water, sediment, and air. BB&E also evaluated potential residual contaminant areas for focused treatment to reduce cleanup times and long-term cleanup costs and prepared remedial alternatives evaluations including Net-Present Value (NPV) cost assessments. In addition to traditional RPO activities, BB&E conducted sustainable remediation evaluations (SREs). These SREs resulted in recommendations that reduce energy consumption and associated greenhouse gas emissions by an average of 50% for operating remedial systems. BB&E cost effectively drove the sustainable remediation process by setting reasonable boundaries, conducting Life-Cycle Assessments as necessary, and providing multiple options for consideration to improve remedy sustainability and achieve the remedial objectives.

 

Emerging Contaminants: PFAS

BB&E supported the Department of Defense (DOD) including the Air Force and ANG in the management of emerging contaminants including Per- and Polyfluoroalkyl substances (PFAS) commonly associated with aqueous film-forming foam (AFFF). BB&E evaluated Potential Release Locations (PRLs) per Air Force requirements for PFAS including perfluorooctane sulfonate (PFOS) and perfluorooctanoic acid (PFOA) which have stringent EPA health advisory limits for drinking water. BB&E completed Preliminary Assessments (PAs) at 68 ANG installations per ANG and Comprehensive Environmental Response Compensation and Liability Act (CERCLA) requirements. Through BB&E’s diligent PA efforts, approximately 600 PRLs were identified at 68 ANG installations nationwide. BB&E further assisted the ANG in prioritizing of the PRLs for implementation of Site Inspections per CERCLA requirements.

 

PACAF Project Management Office Support

BB&E provides comprehensive assistance and advisory services (A&AS) support for the Pacific Air Forces (PACAF) Building Repair Project Management Office (PMO) that was established to spearhead the repair of the Headquarters of the Pacific Air Force. Our personnel provide support for programming and planning project phases as well as the execution of design, construction, communication, furniture and unit move contracts.

Engineered Wetland Treatment System Provides Long-term Sustainable Groundwater Treatment System at Former Air Force Base

An Engineered Wetland Treatment System (EWTS) was constructed by the Air Force as a component of a long-term green and sustainable groundwater remediation system at the former Wurtsmith Air Force Base in Oscoda, Michigan. Historic waste disposal practices associated with two former military landfills resulted in the creation of a mixed chemical constituent groundwater plume that migrates off Air Force property, impacts private landowners, and discharges to a nearby recreational surface water body.
